The steps SCP took are outlined over the next few pages.

1. Confirm the Issues and Audience

After meeting with members of FOTW it was confirmed that there were multiple issues involved.

  • One issue was a perception that the Web sites of some chapters looked unprofessional and might hurt the overall organization’s credibility.
  • Another issue was the lack of any formalized processes for creating and maintaining Web sites.
  • A third issue was the wide range of skill level in those assigned to be Webmasters by individual chapters.

The audience for this needs assessment was the individual Webmasters for the various chapters.

2. Establish the Planning Team

Like most programs, SCP was understaffed so the planning team consisted of three people:

  • One person to create the survey instrument
  • Another one to do all the contacting, mailing, phoning, and emailing
  • A third person with expertise in Web site development
