What Are Riparian Rights?
Until recently, navigable waters were generally the only practical means
of transportation. Access to navigable waters was an economic necessity and
a highly protected legal right. Thus, the law recognizes overlapping public
and private rights along the shore.

in submerged lands and waters, those interests can be reconciled.
